I would say go to at least 5500 rpm before shifting. Its nice and easy in the 2500-3000 rpm range and I usually dont get into 5th until about 50 mph.

Just go by feel. If youre trying to go fast you hold it wide open and shift at or near redline. If youre just putting around most bikes are happy to be shifted around 3-4k.
